scan_rate is inspired by Steve Reich's early phase shifting experiments with tape loops. In scan_rate, segments of a video image are loaded across several pop-up windows while differing bandwidth allocations for each window creates delays. As the video loops across the windows, the audio shifts in and out of sync.
